Frequently, they make determinations using highly subjective standards. <BR/><BR/>Often, the commissions are populated with historians but have no architects appointed to them. Because of that, there is often a tendency to attempt to hermetically preserve the streetscape. <BR/><BR/>What architects bring to the table is a sense of dynamic tradition that few people understand. <BR/><BR/>Ultimately, the historic districts are a tax game, as much as anything.
