Exactly "why" would be a nightmare for the voters of Enfield to be able to vote on their town budget? Contrary to what the Council may believe, they do not know what's best for the people of Enfield. Just look at the last couple of years. They do what's best for them, not what's best for the community. So its little wonder they would be against a referendum.
Other towns allow their voters a "say" on the budget, so why not Enfield? It beats sitting in the useless hearing or meeting where the Council doesn't listen to what the voters want.
