UNBELIEVABLE!!!
It has been a while since I checked the Enfield blog, to see what our expert town officials are up to. Low and behold. the P&Z are at it again trying to stop progress. What is it to them if a builder constructs one floor or two floor housing, or do some people like it or don't like it.

They are interfering with federal laws of free enterprise. Holding a public hearing in the middle of July, when half the town is away on vacation, and the other half is busy with family enjoying the nice weather. What a sham! Why don't they leave the free market alone. Who is complaining anyway? Something smells fishy. I wonder if our wonderfull town council is watching, or are they too busy giving tax breaks?

Once again, I think Dill Weed is missing the point!

There's nothing wrong with reviewing the Town's regulation per se. The issue here is the way the Commission is going about it (by declaring a moratorium)and the bigger issue is who's pushing for the moratorium and what is the real agenda?

Well, we all know who the who is! (Sounds like Dr. Seuss). Dr. DiPace!

And DiPace says that the reason is due to the large number of applications that the Commissions for these developments. Good thing he's an auto mechanic and not a banker because the present number of applications before the Commission is Zero. Math must not have been Anthony DiPace's strong suite! So, if DiPace says the reason is there are too many and the number is ZERO, then it doesn't take a rocket scientist to figure out there must me another reason. As you can see, science was my strong suite!

Another reason not stated, another reason which is the real agenda. And the Commission members, first on 04/05, it's apparent that DiPace takes them by surprise and the consensus is there's no need for a moratorium. DiPace, who's ever quick on his feet, tables the matter. You hear nothing about a moratorium for 2 1/2 months. Then, Bamm! On June 21, DiPace the magician, springs the idea on the Commission again and without any debate, wa la! There's consensus! Isn't democracy a wonderful thing!

I can't believe, that after the Montessori scam, the "no building on this lot" scam, and one could go on an on, DiPace and Company have the b...s to pull this charade!

Why do you think there's an on going State's Attorney investigate? Now, these things take time, so don't be in a hurry. And time is on the side of the government. Because people involved get more and more nervous and uneasy as time goes on and that brings out the snitches!

    "Time is money", and the good folks of Enfield have already spent enough money on these characters (or I should say, these characters have already cost Enfield enough $$$).
    Government needs to speed this up a tad cuz there's plenty of evidence and credible witnesses. Can already see the beads of sweat on the guilty parties foreheads.

    Hello ....
    Do a search on realtor.com and there are currently 44 condos listed for $200,000+ in Enfield. The higher end condos (> $300K) are mostly in the these 55+ complexes. Many listings don't include a photo, cuz the units haven't been built yet (so where are all the so call buyers?)

    Appears to me that there are already plenty of high end condo for 55+ to select from. No logical "need" to be building "something" on every lil'piece of vacant property in Enfield. Plus, why make the creedy developers richer than they already are? Let them go prey upon another town.

    THIS IS THE CRUX OF THE MATTER:

    DIPACE’S P & Z MEETING PLAYS LIKE A FINE STRATOSPHEERIUS

    One thing that can be said about Anthony DiPace is that he is no dummy. On 04/05/07, DiPace throws out the bait for a moratorium on Senior Planned Residential Development, saying “presently so many projects coming up”.

    Keep in mind, not one application is before P & Z at this time!!

    Commissioner Duren states, “he hasn’t seen ay problems to date.” Commissioner Lefakis noted “that if people didn’t want these fifty-five and over homes, they wouldn’t be buying them and the market is very successful at this time. There is a huge population of baby boomers that are going to be reaching fifty-five.” Chairman DiPace stated “they are building them with two stories and seniors only want one floor living.” Commissioner Sarno noted “the master bedrooms are on the first floor. Now the new ones being built are basically all ranch styles.”

    Well, the matter wasn’t going DiPace had hoped, so he tabled it so that he could do his behind the scenes magic. And I’ll bet you can guess what happened next, 2 ½ months later. On 06/21/07, DiPace throws the moratorium idea out again. This time “The consensus of the Commission was to have a moratorium on senior residential developments. The reason is review the regulations to address the concerns of the development and future of the Town of Enfield. “

    What a couple of months will do. Surprise, surprise!!!!!!!!!!!!!

    2. Discussion on a six-month moratorium for Senior Planned Residential Developments.
    1. Chairman DiPace stated this discussion on a six-month moratorium for Senior Planned Residential Developments is something he requested to be put on the agenda. He would like to review the regulations and see what can be done to improve things. There are presently so many projects coming up and he asked how the Commission would feel about a six-month moratorium.
    Commissioner Duren stated he hasn’t seen any problems to date.
    Chairman DiPace stated some towns have limitations as far as how many units.
    Chairman Hickey stated the thought is who knows if the senior housing is going to remain that way. Market pressures might compel them to change.
    Commissioner Ballard stated her concern is what happens to these homes in twenty to thirty years. There will be plenty of fifty-five year olds that will come along and buy these homes but she questioned if the next group can afford the price of these homes.

    Mr. Giner felt Enfield is more conservative than most towns. When senior residential developments first started they were only allowed twice the density. R-44 allows two units per acre. Mr. Giner acknowledged the concern about the future if the market dropped out of these units.
    Some discussion followed on particular units in the town. Chairman DiPace asked that this item be kept on the agenda for additional discussion at the next meeting.

    3. Moratorium on Senior Residential Developments
    1. Chairman DiPace felt the Commission should consider a moratorium on senior residential developments. Mr. Giner stated it has to be advertised as an amendment to the regulations with a hearing held. Chairman DiPace recommended a public hearing on July 26, 2007.
    Commissioner Weseliza felt the moratorium will give the Commission a chance to go back and look to see if it makes sense to remove it altogether from the regulations.
    The consensus of the Commission was to have a moratorium on senior residential developments. The reason is review the regulations to address the concerns of the development and future of the Town of Enfield.
    Chairman DiPace saw a need to fine tune the regulations as far as the quantity of them. Commissioner Jones would like to make sure that the regulations are reviewed during the time of the moratorium. He saw a need to look at the long-term impact.
    Commissioner Duren requested the number of units that are built and the number of units planned. This would include Mayfield. Mr. Giner stated Mayfield is not senior housing but assisted living. Further discussion followed on the lack of landscaping at the Mayfield development.
    A public hearing will be scheduled on July 26, 2007 regarding a six-month moratorium on Senior Residential Developments.

    No fan of Chairman DiPace, but do believe that Enfield has enough 55+ units to satisfy customer needs. How many units are sold in Shaker's III phase - like 25%. Clearly folks aren't breaking down doors to buy. Not at $300+K.

    And if Town approves new condos to be built on Simon Rd, near the Scantic River "toxic" dump sight, someone really needs their head examined.

    Here's my deal...I'm neither for or against more condos. But I am offended at the mockery that DiPace & Company have made out of the Commission, the Town and the democratic process.

    I'm sure he'll have a bunch of his friends out at the public hearing to support his position so that he can say that the majority of people want a moratorium.

    Bottom line, there are zero applications filed at this time for age restricted. Hold the public hearing to get input. Take the next couple of months to study the regulation and then implement appropiate changes....if any are necessary.

    But we know why that's not happening. I understand the "Connect the Dots" theory. No doubt in my mind.

    And what's this about 42 units approved on Brainard Road. Owned by who? On the market for 18 months and no buyers.

    Gee, a nice moratorium might help that cause!!!

    I could go on and on, but until the voter's our Town make a change, this mockery whill go on and on!!

    Have always frowned on "pulling" a party lever when voting (much preferred to "pick" the best regardless of party), but after the last 6 years of Enfield's "Spend-o-crats" shenanigans, will be voting for the Republicans slate highlighted in the JI's article:

    What's going up on North Maple, by
    state line? Sign says something about active, adult homes. The drawing looks like a manufactured home. That's a great housing choice for FLA or Carolina's 55+, crowd, but who's bright idea is this for Enfield? There are already these kind of units in Warehouse Point, overlooking river.

    BEWARE ENFIELD PZC
    Being concerned about our town's appearance. I question a city of Hartford zoning specialist about the Enfield PZC proposed moratorium on over 55 housing. He laughed. He claims he had never heard of a town placing a moratorium on housing in a slumping real estate market.He said moratoriums are initiated for 2 reasons. One is to stop rapid uncontroled groth, that would place a serious burden on a towns school system, public works, public safety, etc.. The other is, if someone is trying to suppress competition, so certain real estate property value would increase. Everyone knows real Estate property values have been decreasing for the past 2 years, in Enfield, and throughout the country. So whose property value would increase, if a moratorioum on over 55 housing is passed? Guess?
