AN ACT CONCERNING MISSING PERSONS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:
That chapters 104 and 529 of the general statutes be amended to provide that the state police and each municipal police department shall immediately accept a report of an adult missing person; that sensitivity training be provided for all police officers; that, when deemed necessary, a helicopter with heat seeking equipment be used to search for a missing person; that a CD be created for use in police cars with a step-by-step process for police officers to follow upon receipt of a report of a missing person; that a National Crime Information Center (NCIC) missing person report be filled out fully and timely; that police officer recruits be trained in the National Missing and Unidentified Persons System (NamUs); and that DNA be collected from homicide victims.
Statement of Purpose:

To ensure that reports of missing persons are accepted and investigated timely and effectively by the police.
