And since when does a lieutenant investigate his superior? Only in Enfield.
Your logic escapes me. Any internal investigation of this matter would have involved a subordinate investigating their superior. Or should the chief have investigated himself? Perhaps they should have had a separate law enforcement organization conduct an independent investigation. Oh wait, they did. The chief state's attorney also cleared the chief of any wrongdoing.
